Open Communication

The purpose of this presentation is to
- clarify for non-technical participants what is universal when
building communication networks, wired or wireless, and what depends
on local parameters like geographic topology, distance to the closest
network hub, number of users and available resources.
- present a functional model of communication networks that opens up
interfaces between different actors in a way that creates
opportunities for local communities (hampered by lack of an
access network or by a non-responsive monopolist) to build neutral
access networks and operate local services and a link to the closest
point of presence for one or more ISPs based on local business models
rather than wait for national operators with less flexible business
models to provide communication services.
